What is this lip on the Axle for? (image)

Hey guys...posted another question, but maybe I didn't ask right, so I will try to get to the solution another way.

I replaced my hub and I am still having issues with damaged ABS sensors. The lip on the axle is hitting the ABS sensor. It appears to have been damaged (I am sure I did it!) I can hear it hitting the sensor, even in the non damaged parts of the lip.

Can someone tell me what this lip is for? can I bend it back and out of the way so it doesn't hit? It is made of fairly flimsy metal and doesnt appear to have a function, but of course, why would it be there if it didn't!?

Maybe I am missing a spacer and it shouldn't be hitting? I can buy a new axle, but I dont want to if I don't need to! Thanks!

The lip I am referring to appears as the gold colored ring in the image.
