Yep, it is mind numbing. Are you going to ship it, or drive it in? I would try contacting the state you plan to register it. I think the major obstacle would be to get it registered, they should have all the info..

You need to adheres to the NHTSA rules.

And you need to get it thru customs. rules differ for Mexican vs US citizen.
