Rear license plate holder removal

I found that my rear plate is rattling over big bumps in the road. It is loose and can easily be manipulated up and down. I took the plate off and found two small screws that hold the plate bracket to the boot lid. I tried to tighten these screws and they just spin in place. There is about 1/16" before the screws would snug down. There appears to be a white plastic washer behind the screws that just spins in place. There is not enough room for needle nose pliers. I can't back the screws out either, they still just spin in place. Can I access the back of the plastic washers by removing the interior panel? Any other ideas on how to tighten it down?

Here is the bracket i'm talking about.

You can see the screw needs to be snugged down.

Here is the "washer" I am talking about.

If you can't grasp the washer with needle-nosed pliers or something like a medical clamp/hemostat, or even pressing on it with a taped screwdriver, the rear boot panel is very easy to remove...it's just attached by plastic press-in clips along the top, bottom and sides, so it should be easy to take it off and check.
