Passenger Head Light not raising (front left)

I'm not sure this is a common problem in the US. My UK spec mini has Powered dipping headlights. (unlike in the states most cars here have a control **** inside that aims the headlights up and down for fog purposes)

Anyhow I can't legally drive with a headlight pointed down.

Does anyone know what would cause this?

When i am close to a wall it seems to aim up and down with the right one, and what not, but when driving it is pointing down.

From what i have searched it seems to be a kind of common problem, has anyone figured out the exact cause?

After a lot of research. It turns out I have halogens. Lmao. Anyhow the adjustment was just way off. Some turns and I'm GTG.

FYI there are 2 screws on each light labeled U/L and L/R guess which does what. Quick and easy. 9mm socket fit them flawlessly. Tossed a screw driver in my mini and next drive just adjust them a tad more.
