Auto climate control - fan is not at max after pressing "max cool" button?

After pressing the "max cool" button, ac turns on, temp is at "lo," but the fan speed is one notch below max. Is this normal?

This depends on outside temp and temp inside the car. So it is possible that it feels it does not need to go on Hi. Does it slowly decrease the fan speed as the inside temp get colder?

Thanks for clarifying. I thought "max cool" meant AC on, lowest temp, and max fan speed. Apparently not. A bit misleading I think.
