E-brake Hanging up

So I am fairly new to the MINI have had my 06 R53 for a year now and developing an issue.

Now that the weather is getting colder when I go out to my car in the morning fire up the beast release the E-brake the handle releases although the brake doesn't for a little bit as if there is still tension on the line. I was wondering if the brakes were sticking on the rotors or something like that but I have not encountered any other braking issues. I am guessing it is either a cable issue or in the brake calipers themselves.

Has anyone else had this issue similar to this or have any ideas as to what it could be?

Could be the cable, could be the caliper sliders. I'd start by pulling the caliper sliders (5 or 7mm allen screw, can't remember which) and lubing them up.
