Factory brochure showing all wheel options shows R83 @ 7.5"x17". The wheel is marked J7 I think? Alex says they are all 7". So is this just a typo from mini or what?

I think you should look at your brochure again and check the wheel model number.
R83 is the 5 spoke 16x 6.5 rim you find on an MC that has the upgraded 16" wheels or ordered the Sport option.

In 17" for the MCS you have the stock R85 8 spoke S-lytes that are marked in the brochure as 17x 7.5"
While in this MINI2 reference-
http://www.mini2.com/forum/faq.php?faq=faq_wheels_tyres
It is listed as a 17x7 as is the two piece R90.

So the answer is I'd agree with alex and say that for the MCS all stock wheels in 17" are 7" wide rims.
My R90 rims are marked 17x7J

Let me correct myself R85 listed as 17"x7.5" in the mini motoring accessories catalog 2003. Sorry for the mistep. I always thought they were 7.5's...

The 2003 MINI Motoring Accessories brochure has other typos ... the tire aspect ratios listed next to the R81, R82, R83, R84 and R85 wheels are all incorrect.

The MINI USA "Build Your Own" configurator lists both 17x7 (under Performance Wheels) and 17x7.5 (under Accessories Wheels) for the R85 wheel.

Believe the width marked on the wheel

According to the mini ETK they are both 17x7 wheels for the s-lites and the upgraded 2 piece style wheels.

Yes now I have the 215/45-17" and will probably convert to a 7.5" rim to fit the tires a bit better.
If you guys know of sweet 17x7.5 with a 42-43 offset I am open to suggestions.
So far the ASA KA3's are my pick
