Is this screw/spring OK?

Going through some other repairs on my MCS, I noticed this screw/spring kind of hands out there a little much. Is this related to belt tensioner adjustment and should it be a little wobbly? It is located at the front right of the engine, near the top, just behind the intercooler output hose.

Yes, sticks out like that and is wobbly when you touch it. Seems normal. Now we get to figure out what it is.

It appears to be a spring loaded pin to lock the tensioner in place while the belt is being replaced.
