Why is JCW Factory a sub Forum?

Why is JCW Factory a sub Forum?
All the time I see people posting JCW factory threads in the JCW Garage Forum. I believe that people don't see the Factory Forum (or too lazy to make another click). Why not move the Factory Forum out to the main page? This may cut down on confusion and wrong Forum postings.
EDIT: Just did a quick check and about 30% of the threads on the first page are Factory specific. Why doesn't a moderator move them to the corerect Forum?
