Can a fried BCM cause the car to not start?

Can a fried BCM cause the car to not start?

All signs point at that I cooked the BCM during a botched driving lamp install and now the car doesn't start. All the fuses were checked my eyeball and by fuse tester.

Can the dealer test the module without the car being present (by like swapping into another car or testing the module itself)?

IF I were to find another module not from a dealer, can I just plug it in without having it programmed? (Just to get the car running, and worry about the convenience mode stuff with the keyfob later)
