Leather Seat problem
2 problems
this which has been developing for a long time

Do I?
1. order a new cover
2. take it to an automotive upholster for repair (who)

my Lapis Blue 02 has worn similarly to your first picture. I found a Sharpie color that matched reasonably well and color in the scratches every few weeks ... at the same time I apply liberal amounts of leather conditioner. I've managed to keep the wear to the seat cover and away from the piping.
For #2 ... I'd call a couple of local quality car dealers (assuming your MINI dealer is not close by), and ask the service guy what upl'stry shop they use. Or if you know someone into the local hotrod or classic car scene, ask them who's good .... that can be stitched but do it b4 it gets worse.
For the record the leather in our 07 (tuscan) shows absolutely no wear like this after nearly two years - and even takes to cleaning products well for removal of the simple day to day dirt that happens.
**added*** I revisited your first picture .... you've got a hole in the seat base cover too huh?

I'd get some Hide Food on it right away to mitigate any further damage, then find out who the best local leather guy is in your area and go see him. Bear in mind, it might not be an auto upolstery shop you need, just someone who's good with leather (IE: a saddle maker? someone who sews leather for a high end bike shop? Hot rod interiors?)
