Is it made of rubber? That looks like the rubber boot that covers the bottom strut bolt on the rear strut. From the big "R" in the pic im assuming your right rear strut.
The extension in the bottom right covers the strut bolt, there is like a triangle shaped washer that it slides over to secure it. On the other side of the circle on the top rigth should be a tab that fit in a hole on the strut.
Hopefully your left one still has it and you'll see what i mean.

Per RealOEM.com that part is the right rear stone chip guard. As OSUBeaver stated it's on the right rear suspension.
Part number is stamped on the bottom there as 33326758386
Looks like it was torn off
Per Pelicanparts.com it's special order, but $4.75 for a new one.
