xenon head light adjustment

All...I just got a 2005 MC. It has Xenon lights, but don't seem to be adjusted corectly....the left light point where the right light should be and the right light point off the road into the shoulder. I took it in and they said it was adjusted correctly...any ideas or is this the way they are.

well, they do have the crazy US beam pattern, which is:

there are two screws on the back of the housing. the inboard ones are up and down, the outboard ones are side to side.

When should you mess with the screws because I tried to make them loser but i didnt see a difference. Should i do it before i turn on my lights and see fro thee or should it start moving once i start turning the screw when the lights are turned on because mines dont.
