50 State headers?

Are any of the headers I see advertised 50 state emissions legal? I see that many come with a cat but they all claim "off road use only" even with the cat. Is there any out there? I've seen many for Hondas and what have you but unsure of the MINI.

I'm assuming thats a big no because even though it has a cat, it won't pass the test. But on the other hand, if the computer dosen't show a code, there's no CEL, and whoever's inspecting it sees a functioning cat, it should pass. Maybe...

Absolutely not. Anytime you remove the OEM CAT, regardless of CELs, its illegal. Period. Just go look it up over on the EPA website.

The short answer ... yes. Read here

Aftermarket CATs are for off-road use only unless they meet the requirements noted there. Check with Alta, they have mentioned it in one of their threads. I can also point you to an thread posted by Mr. Borla (himself) stated the same thing. Illegal.
