Purchased a new set of wheels. Hub cap annie a wheel dealer here in Texas said they will buy my 8 spoke 16 inch MINI wheels from me for $200.00 for the set of four. The wheels have about 1500 miles and no damage. Is this a good price or should i put them on Craigs list and try to get more.I have no place to store them so they need to go..
That's a horrible low-ball price; just see for yourself on the marketplace and on Craigslist.
To justify, see how much one of those wheels are from the dealer; you'll realize you have more in assets.

I don't think that's bad considering it's wholesale. Go ahead and try to get more first, you can always sell to them later if it doesn't work out.
Considering the mileage (and presumably perfect condition), they should pull much more direct, if you can find a buyer in your area. I personally just paid $150 for a set of four 16's with tires, but they are NOT a 1500 mile set by any means. I also sold my 17" crown spokes (also NOT mint and no tires, but not bad, either) for $200, I had them listed in three places, and it took over a month just to get that.

I sold my 16" bridgespokes with RF tires (almost worn out.) for $200 cash. My asking price was $250 but I accepted less to get them out of my apartment. They're technically worth more, maybe, but no one is clamoring to buy heavy-*** stock wheels. Definitely try to get more, but I wouldn't feel shafted at $200.
I, for one, liked the fact that I could buy a second set of my factory issued wheels for a reasonable price. In my case, I want to run snows, and not have the black steelie look. Truth be told, I'd actually love a set of SILVER painted steelies with little centercaps, but I can't find them used, and new they are more than I paid for the used alloys. So now I'm putting the snows in place of the worn out all seasons on my original wheels, and have the used but good all seasons on the second set waiting for spring. Perhaps if you separate the all season or summer tires from the wheels, and sell them separately, you may do better. The tires alone should sell for more than that shop was offering you, and someone like me might pick up the bare wheels for winter.
If I were you, I would tty to sell them yourself first. If that fails, then sell them to the wheel dealer. Craigslist is free chance for more money.
