2006 mini cooper 15" tires lots of winter driving
I had the Hankook Ipike's on my car the last two winters and thought they were great. Mine were 16" tires so I am not sure if they are carried in the size you need or not. I bought mine from discounttiredirect.com. Best price I have found for tires.
Hankooks are good as ACE said. I have Continental ExtremeContact DW's (summer tire) on my wife's and love them. They also make a DWS (all season) and they are excellent too. They have excellent treadware and traction. The drawback is they are more expensive than the Hankooks.
I've currently got Pirelli Winter Carving tires on my car right now. I find that they do really well, but are a bit on the noisy side because I had them studded. I got them through tirerack.com.
I've got the Hankook iPikes on one of my other cars - they seem to do just as well but aren't quite as noisy. I purchased these at a Discount Tire in Oregon, as they had them in stock and I was preparing for a drive up to Alaska in the winter on short notice.

Winter tires vary lots...some are more for ice/slush....some for powder snow..so get tye approprate tire...when you drive on mostly plowed winter roads with patches of packed snow/slush, and ice, the best tire may be very differant than other cases..
snow tires
I've used Blizzaks extensively and find them to be the best on ice and really slippery roads. They are not the best on dry highways. As Zippy says, some are really good in soft snowy conditions while others tend to be oriented to drier conditions. The Dunlop 3d is pretty good in the snow/sleet but it's really good on the cold dry pavement.
I agree, Alex should point you in the right direction.

Wait till the daily temps drop to a max of 45 or so...or a storm is comming.
Winter tires wear rapidly in warm weather, and can feel greasy on a warm day...in extreme cold they can offer more grip than allseasons...and more traction in the snow/ice...just watch out for those unseasonbly warm days....
