With springs you probably do not want to go much lower than 1" to 1.2" because you will not have much suspension travel left. The ST, H&R, and Tein all drop about 1". Also the drop is a little tough on the shocks if you keep the stock shocks.
I had H&R springs on my 2003 MCS and liked the drop in the rear but wanted the front slightly lower. You can trim the front strut mount to add 0.2" drop in the front if the front spring drop is not enough.
The gap also depends on what size wheels and tires you use. If small diameter wheels and tires, springs will not remove the gap and you will need coilovers.
If you have aftermarket wheels and tires, you need to take into account the wheel offset to make sure you do not rub in the rear when lowering.
Also when lowering a inch you will want to purchase adjustable lower rear control arms to correct the negative camber that is induced by the lowering. The front camber will be OK with lowering.

No... cutting the springs will change the spring rate, shocks will bottom out and it will be more dangerous than anything else. No matter if you're serious or not, you should never be cheap and do this when it comes to suspension.
Do it properly or don't do it. Buy springs that were engineered for our cars/shocks. If he want to eliminate the gap, there's a bunch of springs that will get him close to it, but coilovers are the easiest way to achieve it. Not low enough? A couple turns of the adjusting nuts will fix it.
