P2188 Consistently thawting my every attempt

Ok, so I bought a mini from a slimy car lot guy at a good price knowing it needs a little work I was willing to do. problem is that P2188 comes up (rich @ idle B1S1) after about the 6th drive upon clearing it. on about the 3rd or 4th drive I don't get a CEL, just limited turbo. So far ive done:

Media Blasting
New Valve Cover
Valve Cover to TB hose
plugs
air filter
oil change

before you say O2 sensor, at idle I am reading Max = 1.999 ; MEAS = 0.823; MIN = 0.250 and TEST = $83. I am looking into replacing all 4 coil packs as 1 was bad, are these an issue with P2188?

Are leaking injectors common on these? can I perform a leak down test on the FI rail somehow? what about TB issues? When I had it off for the media blasting, a little oil crud was sitting in the elbow. Thanks in advance for any and all help!

Okay, along with a new Mecaplast valvecover, plugs, media blast, valve cover to intake hose, plenum gaskets, oil change, alta intake tube, and now all 4 coils, still getting this damn P2188. On the 4 drive, turbo becomes limited and on the 6th drive, CEL light comes on. I do have a rough idle at times, there is 80k in the clock. Anyone else have this?

I have a PO128 and it is killing me. I too have done all I could and stumped at least 1 mechanic. Next course of action is to send the dme/ecu out to be repaired.
Could your dme/ecu giving you troubles?

Well, I have a diagnostic tool that can see all the ECU inputs, I will get around to recording values at different rpms and compare them to the expected values if I can find them.
