Funny scratching noise coming from inside passenger fuse panel

when I enter the 2007 Mini Cooper S R56 and place my key fob in the ignition down by the fuse panel on passenger side it starts to make a scratching like noise for about 10 seconds. And when I eject the key fob from the car to turn it off it does the same thing, makes a scratchy noise for about 10 sec. I am lost on what Is going on. I checked all the fuses and they are all good don’t know where to go from here

Mine the CD player cycles and makes a noise. Nothing from the fuse panel though.

Are you shocking the mouse in the fuse panel when you turn it on?
