Passenger seatbelt won't retract
 

2003 MCS. The Seatbelt on the front passenger side will not retract. I tried pulling it all the way out but that did not help. You can get it to retract a little if you help it along.

First question: How do you get to it? Does the entire rear panel have to come out?

2nd: is there a possible adjustment or is it going to need replacing?

Safety equipment may have a longer warranty much like emissions. I can't say I have seen it in writing, but it seems like a possibility to me. Maybe someone will know here.
