Headlight aiming

My headlights plain suck. I don't have HIDs. On low beam with new PIAA Extreme White 4000k bulbs, my beam pattern extends way too far ahead. Fog lights help fill the gap but without their help I cannot see the road surface 10-15 ahead of the car.
So, can I adjust the headlights down on my own or does it take a dealer to do that? My nearest is two hours away in horrible traffic. Plus i would rather save some of my money.
Is there a DIY on this forum that would instruct me how to adjust them? I just want to bring the low beam down a bit. Nothing drastic.
