Driver's seat won't slide

My driver's side seat is stuck - it won't slide forward or back. I can tell that the issue is with the inside track - the outside track is releasing, but the inside one is not. I would remove the seat, but I'm the position it's stuck in I can't get to the bolts. I tried spraying penetrating oil on the mechanism, and that didn't help. Any suggestions?

I would have someone sit in the seat and hold the bar up and you or someone else in the backseat pull as hard as they can backwar, this will provide much more leverage against the chair. If the seat budges, then the bolts should be able to be removed and then you can observe what the actual issue is.
