What's this engine part?

Hi all, newbie here...Can someone tell me what part of the engine this is? My engine makes a ticking sound constantly and it sounds like it's coming from either a rocker arm or the part that I marked in the picture. Just wondering what this is. I have a '07 Mini Cooper non-S with about 22,000 miles
