So why is America's Tire charging $14 a tire when they change them?

Opinion. For $14, if that's what they are charging for, let them swap them out, IMO.
Having just shopped around for a tire shop, I can tell you nearly every one charges $10-15 extra for each wheel with TPMS.

Its for the "rebuild kit" since they cant use regular valve stems and innards on a TPMS. Retail price looks about $9 per wheel:

Tires without TPMS can get new valve stems at about $1-2 per wheel. Valve stems are usually replaced with each new tire because of exposure to elements and usage wear from inflating tires

No, don't change EVERY time, and no they won't.
Anytime you remove the valve to let the air pressure out when changing tires, you should replace it with a rebuild kit. They're cheap and keep out the leaks!

Replacing valves is a standard procedure when working with tires and is usually included in the cost of 'mounting and balancing', along with balancing weights, etc.
This, however, has nothing to do with 'TPMS Rebuild Kit' that installers charge you extra and when the inner rubber gasket and locking nut and washers are replaced every few years... and while the gasket may lose its sealing qualities due to loss of elasticity and degradation, in case of the locking nut it's due to surface corrosion and in 99.99% cases purely cosmetic.
