The only difference between the brands is the additives as mentioned earlier. In many areas of the country (like here in TN), ALL of the gas arrives in one shared pipeline. Each company puts their additives in between the storage tank and the as it goes to the station for delivery. So the more accurate question is what additives does the Costco fuel have... which probably varies depending on where they bought it from.

To answer the OP's actual question...
Costco purchases gas on the spot market.
Usually all gas in an area comes from a central tanker farm. All of it the same in the big round tanks it's when it goes into the trucks the additive packages are added. Chevron / Texaco adds Techron, Shell adds their proprietary blend etc etc.
