What year did BMW buy the rights to MINI?

BMW purchased the entire ROVER Group (Rover, MG, Land Rover, Mini) back in 1994. Do a little internet investigation and you will find much info.

It is interesting, because 1994-2000 "Classic" Rover Minis were already being built under BMW's ownership.
