M7 scoops are crap quality.

I worked with Northwest Mini's factory body shop to paint mine & here's what we noticed...

Lots if imperfections in the fiberglass and overall shape.

Trapped air in fiberglass caused the paint to blow-off when baked in the oven post painting.

bolts pull through the fiberglass because they don't weld tabs to the bolt head prior to fiberglassing into the scoop.

My hood scoop broke at the tabs too. Happened at an insane speed though.

Question: would my car be okay scoopless? It's been raining pretty bad lately where I am. I'm scared to damage the engine.

I am guilty of knowingly driving around with a loose hood scoop. I will get this fix this weekend so this doesnt happen to me also.

Plastic model glue, particularly Testors Model Glue will work. I used it to glue the tabs back on with good effect. Other types of glue I tried were contact cement, epoxy, heatgun glue do not last very long.

You have to give the glue at least 24 hours to dry though.

If you check periodically, you might notice the tabs had already broken loose much prior to the scoop flying off. Mine was broken but did not fly off, probably because I do not routinely drive too far over the speedlimit.
