I was just wondering if anyone might be able to me if when I oder my red w/white top Mini Cooper S, if I can order it with body colour fender flares and rocker panel and white tail lamps, or if I have to do it after market.

I asked my dealer the same up here in Canada. I was told that you can't order the fender flares painted from the factory, but when the cars arrives at the dealer they can send it away to their body shop to have done and ready for when you pick up the car.
As for the white tail lights, I would think it would work out the same way. It would be most likely an accessory to buy from the dealer, or have it worked into the price of the car and have installed before taking ownership of it. But don't think that the car would come with them from the factory. But then who knows, I don't work there so can't say for sure. That's just my understanding of it all.

As for the white tail lights, those are an accessory you can order from MINI to either be installed by them when it arrives or by someone else, they cost a couple hundred quid. Ask your dealer far an accessories catalog (not the clothing one).
