I'd start out with the thread in this forum that is dedicated to mods for 1st generation, non-S MINIs:

This will probably give you lots of good ideas and allow you to prioritize your planning.
Good luck and happy motoring!

No, first things to consider in pure performance is TIRES, not wheels - concentrate where the rubber meets the road! (pet peeve - seeing great wheels and cheapo tires). Tint is optional unless you live South and it's Hot. Wheels do the most for an appearance change, however.
I'd get one of those Tornado fuel saver things for your motor. They add 30 mpg!
And they look SWEET in the ads!
jason. still laughing at the ridiculous claims of this snake-oil device.
(And I quote:
The Turbonator is much less expensive and more efficient than any turbocharger, supercharger, blower, or intercooler. Its superior design can increase horsepower and the Turbonator's performance is backed with a 120-day money back guarantee.
More Power: Are you looking for more power from your wheels? Whether you have a stock or aftermarket intake system, the Turbonator can add up to 35 horsepower to your vehicle.*
Fuel Savings : Turbonator users have reported MPG increases from 10 to 22 percent. Results will vary depending on your driving habits and the condition of your vehicle.)

I actually DID try one of those on a 2000 Passat 1.8T, did some extensive testing (well, as extensive as I could get in a 30-day period with no testing equipment except a stopwatch, the onboard computer, a gas gauge, and an odometer. The performance went down - slight - but it went down. Adding restriction is bad for intake systems.
OK, back on target. You'll be wanting those checkerboard fuzzy dice, then?
