Bay Area recommendation for painting fenders/wheel arches

If you want to purchase the wheel arches pre-painted in the body color, you can get them from Waylen Hunsucker at www.waymotorworks.com. His shop is in Indiana. He gets you brand new parts and fasteners and does the prep and painting.
Then a local body shop can do the trim removal and replacement, or if you are adventurous you can do it yourself. I asked my local BMW dealership if they did this for customers and the answer was no. Not sure where you are, but if in the South Bay Area I can recommend a couple of body shops.

From Way Motorworks the price is $500 plus shipping, I think. Then you can find a body shop that will do the trim removal and replacement or DIY if you have patience. I haven't gotten mine yet (or the new car yet either!) but should know in a couple more weeks.
Bottom line is $1700 is too much and shop around for a better deal.
