Maybe the motor for the lock mechanism is dead.

Did you check the fuse?

I checked all the fuses. I replaced F23 and F 37

And.... It didn't fix the issue? Unplug the motor and apply 12 volts and see if it clicks... So you know if it's the motor versus the circuit.

I removed the motor and direct wired it to the battery. It worked all 5 times I tried. All the wiring checks out all the way to the plug. Something is wrong from the boot/trunk to wherever it gets power. All the wiring in the rubber sleeve is intact.

Ok so it's not getting 12 volts... Did you check the relay?

I use a LoadPro which loads the circuit to see if it truly is carrying enough voltage. Any minor corrosion will cause a circuit failure even though it shows continuity.
