There are ways of keeping the engine from turning over from a cam lock tool (which is a bit more involved to install a crank pulley), the supercharged cars can use a special tool that bolts to the damper, or in your case you can try sticking a prybar through the pulley and getting it to catch on the bumps behind the pulley on the timing cover and turn over until it locks in place and torque. (May require a buddy)
As for the pulley slipping on without effort; either the crank is damaged or the pulley ID is the wrong size and I wouldn't recommend installing it, they should be a press fit and torque.
