17x7 42mm offset allowed in stock class?

I was looking at wheels and was wondering if the 42 offset in a 17x7 wheel is allowed in stock class? I know it has to be within 1/4in of stock wheel but does that include the 17x7 48mm offset of the Dealer installed wheels? S-lites are 50 offset so they would not be within 1/4 of them but what about dealer installed wheels?

The dealer installed wheels do not count as factory wheels. The S-lite is the only 17" wheel that comes from the factory, as far as I know. The ideal offset would be 44.
