I was considering 16 wheels to get the extra tire cushion , im in north east new jersey gets tons of snow , but even worse pot holes you can fit mini coopers in.

Snow fall can be extreme at times , I'm considering looking into 16 rims and tires , I'm not sure if this is a wise choice. The other issue is the huge pot holes here in northern New Jersey.

Tirerack has a great selection of wheels and tires, also shows you what it looks like on your car.
Winter tire rubber compounds and snow are only part of the deal. Winter tires don't freeze up at the same temperatures and the car is going to stop better in cold weather. Doesn't matter if you have zero snow or not.

Hi. I’m from that area. I picked up mine from Princeton during their model-year closeout before they were bought out and moved to Mount Laurel.
RE. Snow tires, I may be mistaken but if you have the JCW your brakes are too big for 16s. Moocher’s got good advice - TireRack is pretty up-to-date and will only show you wheels that will fit your model. I went to them for my winter set-up - 16” wheels that do barely fit on my Clubby.
Central NJ is a weird place winter-wise. Some winters there are lots of snow and ice which tears up the roads, then there are the seasons where it rarely gets to freezing. In my area they are pretty decent at clearing roads quickly enough. Plus the MINI’s too low to go out in seriously deep stuff so I went for a compromise. I swapped out the Pirelli RFs for Nokian WRG3s which are supposedly a true 4-season tire. They’re actually take-offs from the car the Clubby replaced before I turned it in, a VW Golf. Second year on them, and so far so good.

We have potholes here in Chicago area as well. For my Clubman, I went with Silver Rim 17" Mini Factory Snow Tire package from my local dealer versus using Tire Rack like we did with our '17 Countryman.
So, both my Black stock wheels that the car came with and the snow tires are all on 17" rims. Haven't worried about potholes at all other than to dodge them as best as possible. Honestly, if you hit one at speed, having slightly taller tires on a 16"rim isn't going to help you that much. Also, with 16" rims, make sure they clear your S model front calipers since you won't have as much room inside the rim with a smaller diameter package.
The All Season tires are Pirellis, and the Snow Tires are Dunlops, both Run Flats. On my wife's Countryman, we have 17" Michelin Snow Tires, and again, Pirelli All Seasons on the stock 18" rims

Congrats, looks great! I would get some steel MINI wheels and then some snow tires, bizzaks, Pirelli, or winterforce are good. MINI does not have steel wheels for the Cooper S, only for the Cooper F54. If you do find some 16"+ steel wheels you will need 5x112 with 66.6CB (66.56).
If you can find steelies, just use a 16" MINI factory wheel.
