Drivetrain defi boost & oil temp gauge
Those guages look really sharp. Do you also have the pulley upgrade, because that is a pretty solid amount of boost. Where did you get them? And how much did they set you back, if you don't mind me asking?

There have been several folks that have recorded higher than 15 psi - what's the altitude of Hong Kong? That directly effects the boost, the higher you go, the less boost. That 28C is probably the reason you aren't seeing higher boost than that.
The highest boost I've seen is 17psi at sea level. All you need to change the boost is the pulley.
Have you had a chance to get your car on a dyno yet? I am very curious to see how it compares to mine, as we have similar mods.

I would go ahead and wait for the header.
As far as the claim goes, it isn't an easy battle. The tuners all seem to be doing it, and without specifying the conditions of the dyno runs, they can get away with it. Let's say they used a cold car, during a cold day without a density correction, and a 17% driveline loss. Those numbers become totally reasonable (albeit inaccurate).
14.7 psi is right on for that temperature. The higher in altitude or temperature or both you go, the less boost you will be able to produce.
Can't wait for the numbers! I can't believe the cost of your dyno time!!!
