Chalkboard Paint

Before I replace the hood on my car with a used one... Is there a way to remove the chalkboard paint off of my hood before I replace the panel? Its has flaked off in a palm size portion from the hood revealing the original paint which looks shiny. I was going to try to pressure wash the stuff off but am not sure it's worth the effort.

That chalk board paint is unpolished base coat. The big flakes may be the old failed clear coat. Without a picture I would say you should replace the hood.
