Way Motor Works brake ducts + Cooper = no-go
I ordered some of the brake ducts from Way Motor Works as seen in this thread:

The goal - see if they will fit on my Cooper with its stock bumper.
So, I made a paper template of the face of the duct. This is the duct placed front side down with my template underneath it:

And here's the front side of the duct opening and my template:

Armed with the template, I headed down to the car. Warning! I haven't cleaned the car after the 150 mile drive down to Loudon, NH - 80 miles of driving on the track at NHIS during a HPDE - and the 150 mile drive back home. So, there are lots of dead bugs in the pictures
Here's the template with the opening centered vertically over the fog light opening:

Notice that it overlaps the chrome strip on the bumper by a little bit, and also the black plastic trim at the bottom of the bumper.
Here's the template placed so that it doesn't overlap the black plastic trim at the bottom of the bumper:

It overlaps the chrome strip by around 3/4".
So, it looks to me like the ducts are a no-go for the stock Cooper bumper.
Of course, I have until Tuesday until I get a chance to send them back, so if anyone has any brilliant ideas before then, let me know.

Just might be enough room to trim off the amount you need to from the flange on the duct to miss everything. As you said, it's close to 3/4''. Might work, or check with some local mini dealers, I picked up a used MCs front cover for $100.
It looks like you can pop the chrome trim off...

...then install the duct and Dremel the chrome piece to fit back on.

use a MCS bumper cover, which looks pretty cool on a MC.

The ducts have already been returned. Yes, you could probably remove the chrome, install the ducts, then put the chrome back over the top. But, that would look pretty bad in my opinion. The MCS bumper idea is obviously good, but increases the cost susbstantially, especially if you need to have the MCS bumper cover painted.
