Lower front grill won't stay on

I had to replace the lower front grill. I didn't want to remove the front bumper. Since the old one was damaged, I just cut it and reached in and pushed the tabs through. But now, the new one will not stay put. The tabs just seem to pop back out. What am I doing wrong or what should I do differently
