Is the "window sticker" for my new MINI the MSO, or is it some other form? I need the document for titling.

It is not the window sticker. It is a separate document. Your dealer should be able to provide it to you, or directly to the titling authority.

It's essentially a title - looks like one - but is sort of "universal" as it is not tied to any state. I think mine arrived from my dealer a month or so after I took delivery of the car, at which point I could go to DMV and get permanent plates.

If you paid cash, you will receive the MSO (I got mine after two weeks), if you financed, the MSO will be sent to DMV.
