Just to clarify, there are three 23mm spacers and 1 set (of 4)of "longer" bolts? The picture has 8 bolts (2 sets?)

HHHMMM. No. I have three SETS i.e. pairs of spacers, for a total of six spacers.
The picture is of the used set which includes the lug nuts that go with that set of spacers. 4 bolts on each wheel to accomodate the spacers.
Sorry for any confusion.
