If you have stock suspension then those wheels will fit with either 205/45-17 or 215/45-17 tires.
Compared to stock 17x7" MINI wheels with 48 offset those 17x7.5 38 offset wheels will have the inner rim 3.6 mm further from the inner suspension strut and poke out 16.4 mm.
Once suspension is lowered there will be much less clearance for a wider than stock wheel and taller tires, so 205/45-17 is a better tire size for a lowered MINI using those wide wheels.
You might check to see what the wheel weight is, likely it is very heavy being wider than stock. If you only do street driving then you should be OK. Note that heavy wheels increase braking distance and slow acceleration.

You're going to need a 56.1 to 73.1. They are commonly available on eBay for $5 shipped!
