Is my Oil Pan missing screws?

This evening, just before taking off to meet my buddy, I did my usual fluids/ground check to make sure nothing out of the ordinary was going on with the car. I noticed that there were a couple of drops on the ground. I immediately got the car on the ramps and noticed that there was some wetness on the underside of the car. I noticed that the oil plug wasn't tightened to spec and cranked it down using a torque wrench. I topped the oil off and drove around to make sure all was well.

With day light running out, I looked around the area one last time to make sure I found the root cause, but then I noticed that the oil pan had a few screw holes in it, with no screws inside. One of these screw holes had a fair amount of fresh looking oil around the opening.

Is every screw hole on the oil pan supposed to have a screw in it?

I included a picture of the oil pan from www.realoem.com -- the red dotted lines indicate where the screw holes with no scres are. Can someone tell me if this is normal? Thanks in advance.

The oil pan was recently removed to be cleaned. I am thinking a few screw holes were missed when it was mounted back in.
