Is it possible to somehow prohibit linking to photos that exceed the width of a reasonably normally-spec'd web page, so that
the one inconsiderate (or oblivious) poster doesn't make everyone else have to scroll left and right to read every single other
post on that page?

OK, so now I just did what I always do when I notice that one of my posts shares a page with a huge
photo - went back to edit my original post and hit return a bunch of times so that it could be read without
scrolling left/right...

...but if I didn't do that, it would be such a pain in the aaaaaaaaaaaasssssssss for everyone to scroooooooooooooll aaaaaaaaaaaaaaaaaaaaaaaallllllllllllllllllll the way over here to the riiiiiiiiiiiiiight, and then reeeeeeeeeeeealize that I wasn't posting anything iiiiiiiiiiiiiinteresting, aaaaaaaaaaaanyway.

I think we currently rely on the courtesy of all the other posters, perhaps it is something we should all be aware of as part of getting along with the rest of the world. This is why I merely provide a link for photo, if I know it will be too wide.
And there is a size limit in place because I linked from a page
that usually shrinks my photos but in this case it is about
1/4 the actual size so I think it s a setting that merely needs to be
adjusted.

I've implemented something that may resolve this problem. When someone posts a large image now you see only about 780 pixels of the width of the image and there is a scroll bar placed under the image. That way you can use the scroll bar to see all the image but it shouldn't break the display of the pages. Let me know if this seems to work for everyone.

That's cool when viewing, but everything still jumps over when you go to reply. I still think it's an improvement though

It cuts off the last line and makes you wonder what else may have been cut off. It also makes the "Post reply" screen hugely wide.:<( Make it go away please.

It's handy for reading the thread, Mark, but for posting to such a thread, it's a bit odd, since it puts the reply window waaaaay in the center.
I've implemented the same thing so that the reply-to interface displays in the same way. Let me know if there are other areas where this happens.
To address the question about just making a setting for this... There is currently no option within vBulletin to enforce a size on images displayed inside a post. The only solutions currently available are using a style sheet rule (CSS...which is what I've implemented) or a code-based fix which, because of the size and activity level of the site, would create performance problems. Supposedly vBulletin has this on a future features list to implement so hopefully we will have a better solution at some point in the future. In the meantime this should hopefully make viewing posts a bit easier. Thanks
OK...so now I'm trying a different approach. When the pages are being delivered to your web browser I'm adding a parameter to max the image width to 780. With this in mind I've added a link at the bottom of the image so you can open a new window to see the full size original image. Let me know if this is a more acceptable solution.
Looks like this doesn't solve the problem in IE because IE doesn't honor a CSS2 variable that is needed to resolve this. Given this and the fact that the patch I made also effects signatures I'll have to keep looking for a solution. In the meantime I'll back out the latest patch so we back to the original problem. Sigh...if only people would resize their images to 600-800 pixels wide we wouldn't be thrashing on this

There are numerous types of conditions that can cause horizontal scrolling. Except for the large images if you see someone trying to break the display just report the post and I (or one of the moderaters) will edit the post to remove the problem.
