R56 Coolant issues

Coolant issues
So i purchased an american spec mini while here in germany. Shortly after buying the car i started to do some aftermarket work to it. First thing i did to it was a NM cold air intake. Then shortly after installing it, the engine light came on, i assumed it was an emission code but after i scanned it, the code that came up was P1028; engine running too cold.so i took it to the dealership and they replaced the thermostat housing. It happened again and they replaced the thermostat housing again, now the light is back on it and saying the same code. Engine too cold. Any ideas? or thoughts on what the hell is causing this and more importantly is this a major issue that can cause damage?

At least Mini got it half right with the new aluminum main water pumps, I guess they didn't get the memo for the thermostat housing even when last summer people were without their Mini's for 3-4 months because of stock issues.
