it's an Isetta [and yes the wind up key was rotating]

Owners of those cars are gonna be in for some pretty rough teasing. I'd suggest they get a Mini first so they can develop a thick skin before buying one of those!

I see it has a small license plate like a motorcycle would have. Does California register these as motorycycles? I know there is a motorcycle like vehicle with 2 outriggers making it a 4 wheel vehicle but only 3 wheels will ever touch at one time, which allows it to be a motorcycle. This one has all 4 wheels touching all of the time.

Really wish BMW would make a modernized version of the Isetta. It'd be interesting to see how it handles. And while on the topic of uber-tiny cars, you should see this episode of Top Gear:
