no it wasn't, but they advertised European makes (BMW, Mercedes, VW) I wish I knew more about these cars and how they worked. Id do the work myself. So from the picture the belt tensioner was already replaced before?
It probably has been replaced since it has Litens branding on it. It's not unusual for the tensioners to go bad, almost always due to the strut going bad. So far no one has found a compatible replacement strut so the whole tensioner gets replaced.
Another tensioner option is the AC Delco tensioner which is also supposed to be made by Litens. Currently, the AC Delco is on Amazon for less than $100.
I suggest you repost this on both the R53 thread and the General Mini threads as I think you will get better coverage and some of the vendors will also chime in. I am thinking its the crank harmonic pulley. There are some guys here that will know for sure from the vid. I would not drive the car until these other guys chime in,

As far as the oil line, where is that area on the motor.
If you can turn a wrench you can work on your Mini. The tensioner and crank pulley area are not that bad and Mod Mini has vids on everything that the belt runs over.
