Yes it is all you need, and the price isn't rock bottom but it isn't overly high either (as far as I know on driving lights).

Probably a descent deal if you like the PIAAs. I think they usually can be got for around 240.00, so it's a little cheaper.

Got my PIAA MINI driving lights on Ebay for about $150 new. I would try there first. I love them.
