fuel filter change

Hi,
I'm new here but I bought my daughter her Mini new way back in '02... its got 95K miles on it now so I decided to change the fuel filter. I got the locking ring off and I got the filter canister cover to turn about an inch... does it need to unscrew more ... I can not get it open... any advice???

That's a pain having to take out the rear seat to change the fuel filter! How often should this be done under normal driving conditions?
