The SPEED VOL adjustment on non-HK MINIs controls the amount of auto adjustment - but it has no effect on HK stereos, and was removed from the menus after early builds.
The effects you describe did not happen with my car. Try setting both BASS & TREBLE to FLAT / 0, and see if the effect still occurs.

The speed compensated volume is not the issue here. What is going on is the built in compressor that protects the amp/speakers from distorted output and overload conditions will turn overall volume down when bass is boosted past a safe level for that paticular system. I guess a better way to say that is the the system limits the loudest element in the music to a safe level. That is why you hear the ratio of volume between bass/mid/high change at max volume. To my knowledge this feature is not defeatable. The speed comp vol adj will increase volume as the speed/noise of the car increases. That is adjusted by holding the music button until menu appears. Scroll to it and adjust,
