The songs on my iPod apparently have different volume levels which vary from track-to-track. I've been able to determine that songs which were uploaded from CD and/or downloaded from iTunes in particular batches all share the same volume level.
Example:
My ABBA tracks were all uploaded from CDs and the volume levels are consistent.
Songs that my daughter uploaded from CDs to my iPod in a single batch are MUCH louder than other tracks on my iPod.
Somehow I ended up with duplicate uploads (from CDs) of Guns & Roses, Led Zeppelin, Journey & Pink Floyd...however, one batch of uploads is much quieter than my ABBA tracks while the other batch of uploads is MUCH louder.
My Fleetwood Mac/Stevie Nicks/Lindsay Buckingham tracks vary in volume depending upon the CD.
My Bones-Thugs-n-Harmony tracks are also much louder than other tracks.
I have a wide variety of music on the iPod...some are bass-heavy (hip-hop, techno, etc.) while others aren't.
My daughter says that I didn't optimize the type of file when uploading to the iPod...I vaguely recall her saying it had something to do with the file format I had chosen.
Anyhow...I would LOVE to have the volume consistent from track-to-track so that I can control the volume via the stereo knob or MSFW controls.
I have the OEM iPod installation.
I really don't mind re-uploading my tracks if it is the ONLY way to properly format the tracks AND have uniform volume levels.

There's an iPod/iTunes feature called "Sound Check" that does exactly what you're wanting (it equalizes all of your songs so that they're approximately the same volume).
It doesn't permanently change the actual song itself, so you can turn Sound Check off again if you don't like it.
To turn on Sound Check in iTunes, It's under "Preferences/Playback". To turn it on in your iPod, it's somewhere in the iPod's "Settings" menu, depending on which model you have. I don't think turning it on in iTunes automatically enables it on your iPod, even if you sync the iPod, so make sure you turn it on in your iPod - that's where you really want it.
Also, MediaMonkey is another program that can equalize volume (although, I think it might have to be a permanent adjustment to stay when syncing to a iPod)
Not sure if iTunes will do this, but using MediaMonkey you can also volume normalize to a specific dB level, but relative to the rest of the album.
You can get weirdness if you are using the same level of nomalization for everything- it makes for an odd jump in volume when going from a previously loud to a previously quiet track.
i don't know if you have solved this already (it's an old post) but i had this same problem and i solved it with a wonderful program called iVolume it gets your songs from itunes and makes all songs to the same volume level
